Investing into Hargeisa’s Water Infrastructure: An Agreement between HWA and KfW

Hargeisa Water Agency and KFW Development Bank of Germany Sign Agreement to Complete the Hargeisa Water Supply Project
The Hargeisa Water Agency and the KFW Development Bank of Germany signed an agreement in February 2025 to complete the Hargeisa Water Supply Project. This followed a joint decision in January 2025 by the Agency and its German government partners to terminate the contract of the company previously responsible for the remaining work due to delays, despite having been granted a one-year extension beyond the original deadline.
Originally scheduled for completion between January 2023 and January 2024, the project was extended to January 2025. However, continued delays led to the termination of the contract. After evaluating the most efficient approach in terms of cost and time, the Hargeisa Water Agency and the KFW Development Bank agreed that the best course of action was for the Agency to directly implement the construction work, while the German company CES would oversee quality control. Work is set to begin in March 2025, with completion expected before October 2025.
The Hargeisa Water Agency, which successfully completed the Kalqoray Dam—the largest in the country—and the first phase of the Hargeisa Water Supply Project, has the necessary equipment and highly skilled professionals prepared for projects of this scale.
The Agency remains committed to strengthening partnerships with donors supporting the development of Hargeisa’s water infrastructure, ensuring the effective utilization of external funding through adherence to investment agreements.
Additionally, the Hargeisa Water Agency extends its gratitude to the President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdillahi (Cirro), for his dedicated efforts in overseeing and assessing the progress of major water projects, including the completion of the Kalqoray Dam, the second phase of the Hargeisa Water Supply Project, ongoing initiatives, and the €18 million investment recently pledged by the German Government for Hargeisa’s water infrastructure.
