A dynamic leader with a Master’s in Governance and Leadership and dual BA degrees in Urban Management Development and Public Administration, Nour combines technical expertise with strategic vision in water resource management. As Technical Director of the Hargeisa Water Agency, he orchestrates large-scale operations—from infrastructure maintenance to policy implementation—ensuring efficient water distribution for communities.

Technical Department – Hargeisa Water Agency

The Technical Department serves as the operational backbone of Hargeisa Water Agency, playing a pivotal role in ensuring the sustainable and efficient delivery of clean water to the rapidly growing city of Hargeisa. Comprising a team of skilled engineers, technicians, and water management specialists, the department oversees all technical aspects of the city's water supply system through a combination of strategic planning, infrastructure maintenance, and innovative problem-solving.


Core Responsibilities and Functions

  1. Water Network Management
    • Designs, implements, and maintains the city-wide water distribution network, including pipelines, reservoirs, and pumping stations.
    • Ensures optimal water pressure and flow by monitoring and adjusting control valves and storage systems.
    • Manages metering systems to track water usage, reduce losses, and improve billing accuracy.
  1. Infrastructure Development & Maintenance
    • Conducts regular inspections and preventive maintenance of critical assets such as wells, treatment facilities, and storage tanks.
    • Implements rehabilitation and expansion projects to accommodate urban growth and increasing water demand.
    • Oversees emergency repairs to minimize service disruptions caused by leaks, pump failures, or system malfunctions.
  1. Technical Planning & Project Execution
    • Develops short- and long-term infrastructure plans in alignment with the city’s development goals.
    • Collaborates with government agencies, contractors, and international partners on large-scale water projects.
    • Utilizes hydraulic modeling and GIS mapping to optimize network efficiency and identify areas for improvement.
  1. Quality Control & Compliance
    • Ensures all water supply operations meet national and international safety and environmental standards.
    • Monitors water quality at various distribution points to safeguard public health.
    • Implements best practices in asset management to prolong infrastructure lifespan.
  1. Coordination & Stakeholder Engagement
    • Works closely with the agency’s customer service, finance, and administration departments to align technical operations with service delivery objectives.
    • Provides technical expertise in policy formulation and regulatory compliance.
    • Trains and supervises field teams to enhance operational efficiency and safety standards.

Challenges & Innovations

Facing challenges such as aging infrastructure, climate variability, and rapid urbanization, the department continuously seeks innovative solutions—including leak detection technologies, energy-efficient pumping systems, and smart metering—to enhance service reliability.
